In China, "eighteen big" articles of association of the communist party, the ecological environment construction already exists in the "five one", our country has begun to pay great attention to the ecological environment.Project construction problems, the author thinks that, in view of the environment is only related to the project set up far cannot satisfy the environment project benefit maximization, we must to the environment performance of the project into consideration, such as environmental performance evaluation of the operation of the project funds management in the process of project implementation evaluation, after the completion of the project of the desired effect, and so on. Therefore, environmental performance auditing evaluation system can effectively meet our final project performance evaluation to the environment, and compliance, scientific and effective analysis, and connecting with the problems related to take corresponding measures, finally achieve the goal of benefit evaluation and put forward the future development goals. It can not only accelerate the pace of the environment, can also according to different environment project as soon as possible, the different regional characteristics to develop a corresponding road planning, makes the environment project of "economy, efficiency and effect" maximum. Eventually making environmental protection engineering of social benefit, environmental benefit and economic benefit reach the best state.From the perspective of the study of some existing environmental performance audit, our country is still in the exploratory stage of related evaluation system to build, so this paper many scholars research, integrated all kinds of environmental projects is not gay, finally complete the purpose of optimization of environmental performance audit index evaluation system. The author choose environment project performance research related to Tianjin as the index evaluation system of the use case, finally it is concluded that environmental performance auditing evaluation system to perform related barriers and improve opinion. And the limitations of this paper is that in many qualitative index evaluation, combined with expert opinion is less, can have certain influence to the evaluation results, and the follow-up research based on the relevant aspects, market investigation, expert interview, the evaluation system for further perfect, makes the evaluation results more accurate.
