Research On The Effects Of Implementation Of Preferential Trade Of CAFTA

With the process of globalization and the development of economy, FTA (Free Trade Agreement) is playing a more important role in the world. China - ASEAN Free Trade Agreement is the first FTA in our country, upon completion in 2010, the CAFTA will be the most populous FTA in the world as well as the largest FTA that consists of developing countries. Now, China and ASEAN begin to enjoy benefits from FTA since the tariff of most goods between China and Thailand was reduced to zero. How about the effect on implementation of the import and export goods under preferential tariff? Foreign trade enterprise how to take advantage of the effect of agreements under CAFTA preferential tariff? This is not only a problem of governments, but also related to the vital interests of foreign trade enterprises, and is great significance for the further development of the FTA strategy. Related research,not only improve our FTA theory, but provide theoretical for the future of the construction of new FTA.In the paper, I collection and analysis the data of import and export volume of trade between China and the ten ASEAN countries from 2006-2014. And calculate the preferential utilization of imported goods, According to the volume of trade which is preferential tariffs case goods data values by different countries and different products under CAFTA from 2012 to 2014.Finally, using the method of comparative analysis, compare the preferential imports under the CAFTA with the other FTA, to study the CAFTA agreement tariff reduction measures' results. And according to survey results about Shanghai 500 foreign trade companies, combined with the effect on implementation of the CAFTA agreement, to fully tap the phenomena and problems behind the exist data, to discuss the results of CAFTA implementation as well as how the business to utilization of tariff policy.From the analysis, we found that imports of preferential utilization rate is related to the industrial enterprise features, trade style, customs type, import market, companies get preferential rules of origin, with or without a specific corporate department for preferential origin and other matters, the extent of free trade agreements be awared of by company,and so on. the preferential utilization of imported goods is uneven with different member states of ASEAN, the taxable goods with the low utilization rate of imported products, the agreement still have its benefit for enterprise. Therefore, the government, customs and business aspects to strengthen exchanges and cooperation and make joint efforts to promote better implementation of CAFTA, but also as a reference implementation of the FTA with other countries, and provide reference for the further development of our FTA strategy.
