Risk Management Research Of X Oilfield Company Under The Big Treasury System

With the change of market environment and the return on capital,in order to strengthen the centralized management of funds,improve the capital efficiency,CNPC constructed the Treasurer system since 2009,to 2014 the Treasurer system construction work was basically completed.In 2015,the X oilfield company,has started the Treasurer system on-line operation as the pilot.For its advanced management methods and information technology,to solve the disadvantages of higher degree of risk,most of the traditional centralized management of funds.However,after the operation,due to the old and new systems change,the management control system is not perfect,the old management concept and system deviate from the old one,problems have emerged new risk,there is still a long way to go.Based on the theory of capital centralized management and the theory of risk management,introduced the Treasurer system as a whole of CNPC,with the subordinate X oilfield company as an example,introduced the risk management after it running,design a questionnaire and interview to understand the specific circumstances of the X oilfield company,using method and fuzzy comprehensive judgment to evaluate the level of risk management,combined the results and practical investigation,respectively from the organizational structure,status system,capital plan,payment security,information system and the safety of the Treasurer system,analyzing the existing problems of risk management.Giving the solution of the existing problems,optimized the organizational structure,formulated the related management system,strengthen the prevention and control,improve the information system.Meanwhile,the establishment gives recommendations for improving the quality of personnel and corporate risk management culture.With the enterprise actual,to solve the problems arising from the financial risk management since the Treasury system trial operation.In this paper,it is hope to control and resolution the risk point under the Treasury system running,making the Treasurer system can better achieve the goal of the centralized fund management,providing security for the smooth implementation of the Treasury system formally operation,then provide a reference for other oil companies.
