Small and micro enterprises are the vulnerable groups in the enterprise. It has become the main channel of employment, the growth of the entrepreneur and the important part of the national economy. Its living condition is directly related to the healthy development of the national economy, by focusing on community. Now it is the critical period of the implementation of innovation-driven development strategy,promoting the reform of the People's Republic of China on promoting the transformation of scientific and technological achievements. Small and micro enterprises should seize this opportunity, strengthen cooperation with colleges and universities, research institutes, attract investment of scientific and technological achievements, promote the transformation of enterprises. But under the influence of enterprise factors, technical achievements factors, external environmental factors and ethical considerations, small and micro businesses to absorb the investment of scientific and technological achievements have a certain risk.This article is based on domestic and foreign related theories of learning, using analytic hierarchy process. The risk assessment is divided into four levels: target level, criterion layer, sub criterion layer, risk layer. The relative importance of each level of the element is determined by the expert score method, and the construction of the judgment matrix.Integrated use EXCEL table matrix formula, SUMPRODUCT formula,POWER formulas, etc. Calculate the relative weights of elements of the same level. And the consistency test of judgment matrix is completed.Calculate the weight of each layer relative to the target layer. Finally,determine the relative size of each risk, identify risk factors. Provide animportant reference for enterprises to absorb the investment process of scientific and technological achievements.
