Study On Tobacco Control Issues Based On The Characteristics Of Rural Consumption Of Cigarette Smokers

China is a large agricultural country with a large population. In terms of cigarette sales in the past year, the city is far greater than the sales of cigarettes in rural areas, but the number of rural cigarette consumers can account for 2/3 of the total number of cigarette consumers. Therefore, the study of consumption of cigarette smokers in rural areas has a guiding significance to the whole tobacco control work.This paper analyzes the price structure, the quarter consumption and the brand structure of the rural cigarette consumption,found that the price structure of rural cigarette consumption is rising, the proportion of low priced cigarettes in the total sales is gradually being replaced by low price, high price of cigarettes.Rural floating population less, the cigarette consumer groups relatively fixed, mainly for local consumption of cigarettes, eliminate the influence of other factors, this paper argues that cigarette consumption market in rural areas showed the characteristics of seasonal and trend.Based on the questionnaire survey of 563 rural smokers in 17 cities of Shandong, this paper analyzes the attitudes and behaviors of cigarette consumption in rural areas.Study found that increasing tax increases and the ban on smoking in public places and tobacco control measures had no significant effect on consumption of rural cigarette smokers, and the reference group and family attitude of rural cigarette smokers consumption significantly affected.In summary, this paper argues that, focus on the interests of the society to take effective tobacco control measures, we must give consideration to the demand side and the supply end a two pronged.Cigarette consumers of tobacco products and attitude change is in the balance of the original attitude and outside different views of different collision caused by psychological conflict, accepting the foreign influence or to resist foreign influence the results, so it can be through the creation of a tobacco control public opinion support environment and improve tobacco control service support environment to reduce cigarette consumption preference.And from the point of view of the market, improve production capacity oversupply, leading to reduction in cigarette prices further lead to increase in cigarette consumption, lower production volume will be in short supply, lead to a rise in the price of cigarettes, and further lead to cigarette consumption reduction based on such a kind of awareness, from the supply side control cigarette consumption can be by increasing the supervision of tobacco production and distribution chain curb supply.
