Research On The Cooperative Partner Selection Of Large Municipal Engineering Projects Under The PPP Model

China's economic has developed into the middle of industrialization,the urbanization is speeding up,the demand of urban infrastructure and public utilities is increasing.On the one hand,the government continues to dominate the supply of public project,by reason of money lead to urban services to a serious shortage of public products supply because of financial resources and other reasons,On the other hand,the rapid development of the private economy has established the solid material and technological foundation to participate in the construction of infrastructure projects.For projects which government sponsored,most of them belong to the quasi operational projects,have both public welfare,and for-profit characteristics significantly.In this context,it has become a problem to be solved immediately that how to mobilize social resources into public infrastructure construction and achieve social capital dominated by government broad participation,thus change the single investment and financing mode relying on financial investment.Public-private Partnerships,that is,the PPP(Public Private Partnerships)model as a new mode of project financing,combining the advantage of the government,private investors and financial institutions,it is good to reduce the financial pressure,improve the operation efficiency and service quality,as well as produce stable benefits for private investors and the relevant financial institutions,thus speeding up the research and application of PPP in our country has important theoretical significance and practical value.This paper is focused on the problem of joint partner selection.In the bidding stage of PPP project,the selection of the partners is the key factor to decide whether the bidder has the competitive advantage.The paper attempts to provide a reference for the partners selection of large municipal engineering project in PPP model:(1)Introduce briefly the relevant theory of PPP project consortium partner selection,for the paper to do a good job of theoretical preparation.(2)the role of the PPP model in the large municipal engineering project bidding consortium is located,and the problem of the large municipal PPP project bidding consortium is analyzed.(3)analyze the impact factors on the selection and evaluation of large municipal engineering projects under the PPP model,and build the evaluation index of the large municipal engineering projects under the PPP model.(4)to choose the consortium partners of ZJY bridge PPP project in CQ city applying the evaluation index of large municipal engineering project in PPP model,the results have been carried out to verify.
