Study On Problems And Countermeasures Of Supervision Of Food And Drug Safety In Tianjin

Food and drug safety related to the health and safety of people. As the supervision department, the responsibility of government is extremely heavy. However, our food and drug safety situation is not optimistic. Some deep-seated problems yet to be solved and the security situation is still grim. Cooking oil, poisonous rice, melamine, chromium capsules and some other problems occurred frequently. These incidents exposed the country to work in the food and drug safety supervision needs to be improved.According to literature, comparative analysis of the survey, it is obvious to find that the main problems of our food and drug safety supervision generally come from several aspects. First, laws and regulations are still to be improved. Some are too old to adapt to the requirements of the regulatory situation and some are too unrealistic to perform. Second problem is the regulatory institutional mechanism. The officers are both lack in the number and of capacity. Their concept is outdated and means is single. Third, the market players are weak of responsibility. Some enterprises can not meet the standard requirements due to their own limitations. Well another even break the law only for searching profits. Both of them have made great harm to the people. Comparing with the developed countries, we find that they have advanced experience and excellent practice on completeness of laws, diversity of supervision means and self-regulation of the market players. It is quite worth to learn. Therefore, the author proposes to improve the supervision from improving laws and regulations, building regulatory power, making innovation of the regulation forms and guiding industry self-regulation, and strive to provide new ideas and insights for food and drug safety supervision.The first chapter introduces the background and significance of the research project, and also the idea, architecture and research methods. The second chapter introduces the basic theory of food and drug safety supervision, mainly on the meaning of food and drug safety, the scope and effect of food and drug safety supervision. The third chapter focuses on the food and drug safety supervision situation in Tianjin, and introduces from the laws, regulators and market characteristics. The fourth chapter analyzes the problems we face in the supervision of food and drug safety in Tianjin and illustrated by specific examples. The fifth chapter introduces the good experiences and practices of the developed countries in their food and drug safety supervision. The sixth Chapter provides the countermeasures.
