Study On Quarantine Management Of Imported Fruit At Tianjin Port

Over the past decade, the imported fruit trade of China has developed rapidly. The imported fruit trade of China has more than four times than 2005. Rich imported fruit can not only improve people's living standards, but also with the risk of alien species invasion. In this regard, as a research object, Tianjin Port is proposed for the quarantine management of imported fruit strategic objectives: "We must prevent pests associated with imported fruits and their products into China, but also to promote the development of trade and prosperity in Tianjin and North China region." Many methods were used in this dissertation, including investigation, researching literatures and statistical analysis.Tianjin Port is the seventh largest port of imported fruit in China. Tianjin Entry-Exit Inspection and Quarantine Bureau(TJCIQ) is responsible for the inspection and quarantine administration of imported fruits at Tianjin Port. Management system of TJCIQ consists of the following three areas: risk management, performance management, and organizational management of external factors.Despite the current management measures have achieved good effect, but with the development of society, the quarantine management still faces important challenges now. The problem is mainly in the four aspects. The first one is quarantine time too long. The second one is the pest invasion increasing year by year. The third one is inadequate information technology. The fourth one is too few professional background staff. Therefore, this dissertation analyzes the causes and made a preliminary response. For example: improve the detection technology; various measures to improve the level of management; increase efforts to promote information technology; optimal allocation of human resources and so on.This dissertation presents the development direction including the following aspects: Firstly, quarantine management should be focused combination of requirements "legislation and technology"; Secondly, the quarantine management should adhere to prevention; Thirdly, the quarantine management should be based on both in domestic, but also yet; Fourthly, a scientific concept should be established of the quarantine management. I hope this study can provide reliable and professional materials for TJCIQ to achieve the quarantine management of imported fruit strategic objectives.
