The Research On Social Serurity Of Alien Workers

With China’s reform and opening up, alien workers have made tremendous contributions to city prosperity and modernization by their own hard work. They are an important force in the country’s economic development, especially the direct contributor to city economic development. However, due to various system limits and the lack of government responsibility, they can’t enjoy all kinds of security as city residents. Thus many social problems come out, it’s imperative to establish and perfect the system of social insurance for alien workers.However, due to the special status of alien workers and their high mobility, they have long been excluded from the social security system, and social insurance of all types of insurance rates are low. If government cannot solve alien workers’social insurance problems, then it will do harm to the fairness of social insurance.In this paper I want to research the social insurance status of alien workers, their views on social insurance system as well as the expectation of government in social insurance system. So I select the dense D city to investigate. In order to fully understand and grasp the social insurance status of D city, I take a stratified sampling of three categories in D city, such as factories, service industries and civil society organizations, conducted a questionnaire survey and interviews of alien workers in them. Through the survey I found, although D city provides convenience for alien workers, but the social insurance system still has problems, namely alien workers enjoy social insurance conditions are punitive, limited from household registration system and the government doesn’t perform its functions in right place. On the basis of the relevant national policies and the spirit of the law, I put forward the countermeasures of perfecting social insurance system for alien workers.
