Kato kanji is an important figure in the history of Japanese modern agriculture.He was born in samurai family,accepting modern agronomy education,he also widely contacted with all kinds of thoughts during the university.After graduation,He was engaged in educational activities.On the other hand,he actively investigated such as Europe,the United States,Manchu and Mongolia,constantly improving his own understanding,forming the Shinto Agrarianism gradually.Through series of education activities,Kato kanji implemented the ideas to students actively;in order to achieve rural revitalization.But since the war between Japan and Russia,Japan parasitic landowners system was developed,the masses of farmers did not benefit from the war.Suffering agricultural depression after the First World War and the impact of economic crisis of the thirties of the 20 th century,Japan's rural economy continues to be weaken,which made Kato kanji carry out the idea of overseas immigrants firmly.In this context,In order to realize the migration theory,he began to actively offer advice and seek for the support from the fascist forces,hoping to realize the goal on a large scale by the power of the state.He actively participated in the formulation of "Manchuria immigrants" program,in the process of invading Northeast China,he played a very important role.Kato kanji's understanding of the Japanese agricultural problem makes him an important figure in Japanese agricultural development.The final practice showed that "Manchuria immigrants" was implemented step by step,after the situations' development and consultations among the parties force.In the whole process of implementation,Kato offered the training to these immigrants continuously,he did a lot of work for immigrants' adaptation and gaining a foothold in the Northeast China rapidly,and these immigrants became the important force of the Japanese imperialism and aggression in the invasion of Northeast China.This paper is divided into four parts: the first part explores the formation of Kato' Shinto Agrarianism included the personal growth experience;the second part analyzes Kato' educational practice.The third part discusses the shift from educational practice to "Manchuria immigrants";finally,evaluating the Shinto Agrarianism and its practice.
