Research On Cross Border Economic Cooperation In Manchuria

As the "The Belt and Road" strategy is being implemented,more and more scholars take attention to the regional economic cooperation.In September 2016,our National development and Reform Commission issued the construction plan for Mongolia and Russia economic corridor.As the first multilateral cooperation program,It marks the beginning of the Cross Boundary cooperation of the China-Russia-Mongolia.In fact,as early as March 2016,after Russia's Baikal territory,Mongolia's eastern province and Chinese city of Manchuria have already held the signing ceremony about cross-border cooperation in Manchuria.Although the specific planning of the three party is still under discussion,the cooperation zone is clearly in order.This paper includes six parts,in the introduction part,we mainly reviewed the research background and strategic significance of establishing the cross-border economic cooperation zone among China,Mongolia and Russia.as well as dissert some relevant research literatures of free trade zone studied by some scholars at home and abroad.In the second part,we mainly reviewed some related theories of cross border economic cooperation zone.From this we can understand that if we want to achieve the economic cooperation in the Asia Pacific region,we must take into account the market interests of various countries and national security issues.The third part mainly analyzes the international cooperation environment of China,Russia and Mongolia.We analyzed the current situation from four aspects: the geography environment,the economic development,the national policy guidance and international cultural exchange.In the fourth part,we analyzed the reality of the Cross-Border Economic Cooperation In Manchuria,and discovered some problems which include the level of trade cooperation is not high,the investment environment needs to be improved,the docking port infrastructure development is inadequate,and the level of modern logistics needs to be improved.In the five part we established a VAR model to analyze the most important economic factors in the Manchuria economic cooperation zone.It is found that the increasing investment,promoting trade growth,implementing preferential policies and transportation infrastructure construction will be the key point for the development of the cross border economic cooperation in Manchuria.In the final part,we put forward some ideas from the implementation of the government work,expand the trade scale,improve the regional investment environment to achieve interoperability,carry out cultural exchanges etc.We will puts forward some specific policy suggestions on how to develop the cross-border economic cooperation in Manchuria.
