Study On The Development And Improvement Of Farmer Professional Cooperatives In Tai'an City

Farmer cooperatives as a new type of agricultural business entities, is a major innovation on the basis of household contract responsibility system, it is the link between the household contract management and effective bond market, and for the development of modern agriculture, the construction of new countryside, and farmer income, it also play a very important role, it have got strong support from governments at all levels. The farmers' professional cooperatives started early and developed rapidly in Tai'an, but it still has some imperfections. Therefore, it have important theory and practical significance to study the development and improvement of farmers' professional cooperatives in Tai'an.In this paper, interviews, questionnaires, field trips, comparative analysis and other methods were used, we study the development and perfection of farmer cooperatives in Tai'an systematically. Through the investigation and analysis, we draw the following conclusions:(1)The development of farmer cooperatives in Tai'an has experienced four stages, such as the germination stage, the preliminary development stage, the rapid development stage and the preliminary specification stage. This press can divide the types of farmer cooperatives by the following three standard such as lead identity, industry type, services content. It has formed the following main development characteristics: leading industries and products based on regional characteristics; the lead is diversification and the form of cooperation is more flexible; Wider areas of cooperation and higher level of the cooperation. The development of farmer cooperatives in Tai'an have achieved good economic, social and ecological benefits.(2) The overall performance of farmers' professional cooperatives in Tai'an is better, but there are many problems. From the basic conditions, the basic office infrastructure is perfect,the other facilities are not complete, the production facilities should be strengthened,especially the water and Netcom. From the organization and management situation, the general assembly held a few times but set high, the council no matter set up or operate is well, the supervisors is the worst of the “three”; institutional settings and operations were not optimistic except the office, the execution rate of rules and regulations are lower than the robust rate. From business services, the cooperatives can provide the prenatal, delivery and postnatal services, but the services rate of supply and demand is inconsistent, a variety of operating capacity need to be strengthened. From the distribution of income, the farmers' professional cooperatives have formed its own income and expenditure structure characteristics, but the profitability is generally low, it exists inequities in distribution.(3) This paper select five typical case to analyze, they are Dai Lv Te vegetable cooperatives, Fu Yun Quan dairy professional cooperatives,”Ning Yang Bu Lao Zao” tourism cooperatives, Zao Lin Yu land cooperatives, Bao Yu machinery cooperatives. We get the following implications: the service content selection is the foundation of cooperatives formation; To establish and perfect rules and regulations is the guarantee of the cooperative'healthy development; good service is the starting point and standpoint of cooperatives' long-term development; To handle the relationship with other organizations correctly is the key to the further development of cooperatives.(4) Through the SWOT analysis of farmers' professional cooperatives in Tai'an, we found that its advantage is: good practice, the overall strength enhanced; more attention is pay to the construction, operation quality improved continuously; demonstration club give a strong role model; people have strong initiative to join in. Disadvantages are: small size,driving ability is weak; internal management is not standardized, it is difficult to achieve sustainable development; low level of profitability, limited service capabilities. Opportunities:government pay more attention, a strong push to cooperative development; actively support and guide to cooperatives become bigger and stronger; enhance training, improve the quality of management personnel. Threats are: implementation of the policy is not in place, the lack of supporting measures; the rapid development of new entities, competitive pressure is relatively large; external environment of the cooperatives development is still not enough.(5) To improve the development of professional cooperatives, it should adhere the following principle: norms and flexible combination, local conditions combined with constant innovation, gradually promote combined with the typical model, government guidance combined with voluntary farmers. Basic measures: strengthen the system construction to achieve standardized management; optimize the management to increase economic efficiency;emphasize on services to enhance service capabilities for their members; strengthen distribution to improve the long-term interests mechanism; enhance the comprehensive strength to improve the driving ability. The main supporting measures: optimize the financial support with a variety of incentives; use effective measure to lead members join in, create a relaxed atmosphere for the development; introduce more external talent, pay attention to internal staff training; optimize the external environment of cooperatives.
