Economic globalization intensifies the competition between enterprises, and provides a broader platform to implement the resources optimal allocation on a global scale at the same time. In thirty years of reform and opening up, the state-owned construction enterprises act as the dominant force to implement several national strategies and participate in international competition. Good results have been achieved through the implementation of the national "bringing in" and "going out" strategy. In the technical field, with technology introduction, digestion, absorption and the second technical innovation, state-owned construction enterprises become industry leader of high-speed rail, nuclear power and etc. However, most state-owned construction enterprises are still carrying out unsustainable rapid expansion, making enterprises big but with unsustainable advantages. The Reason may be that enterprises did not develop specific technology innovation international strategy, making enterprises lack of core competitiveness and lose the motivation of pursuing sustainable development.This dissertation chose the establishment of international strategy as a breakthrough point, and selected China Metallurgical Tiangong Group for case study. It described main factors in determining the technology innovation strategy during the process of gradual international operation, and detailed studied the motivation impact of technology innovation to form core competence. Main part of this dissertation focused on the following two questions, first is how to utilize international resources to promote technology innovation; second is how to form core competence in promoting strategy implementation by technology innovation. The case study found that technology innovation integrated with internationalization contributed to enhance core competence and provided sustainable motivation to further participate in international competition and develop foreign upscale market.
