The late1970s to early1980s, the American scholars proposed the concept of“corporate culture” for the first time. Corporate culture has played a huge role as anew corporate management concept since its inception. In the case of the current trendof globalization continues to deepen and the technology advances, speeding up theconstruction and innovation of corporate culture has become the only way forstate-owned enterprises’ reforming and development. For the research of the theory ofcorporate culture started late, the construction of corporate culture of China’sstate-owned enterprises still remains in the lag phase, due to the impact of the SovietUnion’s traditional corporate management model and years of planned economy. Inthis situation, how to strengthen the cultural construction and innovation ofstate-owned enterprises undoubtedly has a very important practical significance forenhancing the core competitiveness of state-owned enterprises and establishing themodern enterprise system.In this paper, combining with the cultural characteristics and scarcities of theconstruction of China’s state-owned enterprises, the author uses the theory ofmanagement and sociology to do a systematic analysis and research on the culturalconstruction and innovation of state-owned enterprises, aiming to strengthen thecultural construction and innovation of the state-owned enterprises in the newsituation. It explores policies and measures for how the state-owned enterprises caneffectively strengthen the cultural construction and innovation.This paper is divided into three parts:The first part is a summary analysis of the theory. Combined with experts andscholars’ research results and based on the directions of the thesis, this partrespectively describes the concept of corporate culture, the culture of state-ownedenterprises. Besides, this part gives an analysis of the characteristics and functions ofthe corporate culture.The second part analyzes the misunderstandings of cultural development andinnovation of state-owned enterprises, combined with the practices of state-ownedenterprises’ cultural development. This part also promotes the opportunities of thecultural construction and innovation of state-owned enterprises.The third part is the countermeasure part, which mainly discusses the effective ways to strengthen the cultural construction and innovation of state-owned enterprisesthrough four aspects: strengthening the party organizations of the state-ownedenterprises, strengthening the construction of institutional culture, establishing the“people-oriented” corporate values and establishing a good corporate image.
