Research On The Selective Execution Phenomenon Of Local Governments In The Affordable Housing Policy

Housing security is an important livelihood issues.Housing security is related to Housing conditions of Low-income groups,social stability and government's credibility.The central government attaches great importance to the issue of housing security.At the same time,the central government continues to introduce a variety of policies,and increases financial support for the construction of affordable housing in recent years.After years of development,,not only the scale of affordable housing is expanding,but also guarantee type is to diversity,so the living conditions of low-income urban residents have improved a great extent.Although the central government attaches so much importance housing security problem,but there are also a lot of problems.For example,affordable housing quality is poor;the facilities are not complete;The land of affordable housing is illegal development and so on.As the main body of the affordable housing policy,Local government should execute the policy exactly and completely,but local governments execute the policy selectively.It influences the effectiveness of the affordable housing policy implementation,resulting in decreased credibility of the government,and is not conductive to social harmony and stability.Based on it,By analyzing the Behavior of local governments,this article attempts to summarize the reasons for the selective implementation of the local government,and propose the corresponding solutions There are four parts:The first part introduces the theory of local government to execute selectively;The second part describes the performance and the impact of local government to implement affordable housing policy;The third part analyzes the causes,including interest factors,information asymmetry,ineffective oversight,inadequate evaluation mechanisms and implementation of resource shortages;The fourth part introduces the solutions:guiding local governments to pursuit of profit legitimately,strengthen information disclosure and communication,constructing perfect supervision system,improving the examination system and increasing the financial investment of the central government.
