Study On The Rationality Of The Distribution Of Affordable Housing In Qingdao

The distribution of affordable housing is the main way to realize the right to reside in housing difficulties group.Studying its rationality will help improve the efficiency of safeguarding policies,expand social equity,and accelerate the realization of a good vision for all people to have a place living.Qingdao has always been at the forefront of the construction of the housing security system.Since 2008,it has formulated four rounds of the Housing Security Development Plan.The housing security system in Qingdao is relatively advanced.Since 2008,four rounds of the Housing Security Development Plan have been formulated,various policies and measures are relatively complete,housing security has a certain scale.In order to further improve the rationality of the distribution of affordable housing in Qingdao,and improve the operational efficiency of the housing security system,this paper has carried out the following research:Firstly,from the perspective of distribution justice,this paper analyzes the housing security policy of Qingdao since the reform of the housing system,and fundamentally explores the rationality of the distribution of affordable housing;Secondly,using the ELES model,residual income method,expert discussion and other methods to discuss the rationality of the setting rules of Qingdao's affordable housing allocation;Finally,using OWA operator weighting method and matter-element topology model to evaluate the performance level of affordable housing allocation in Qingdao.From these three aspects,it puts forward suggestions for promoting the rationalization of the distribution of affordable housing in Qingdao.The research results show that with the passage of time,the formulation of Qingdao's housing security policy is more in line with the concept of distribution justice,the scope of protection is broader,the protection ideas are clearer,and the housing problems of housing difficulties groups have been effectively solved.However,at the present stage of exploring marketization to solve housing problems,it is urgent to push forward the system and mechanism of buying and renting equal rights to promote the rationality of affordable housing allocation.In the distribution rules of affordable housing,there are problems such as excessive access restrictions,insufficient guarantees,poor conversion of the merger system,and deviations in the classification of rents;The overall operational efficiency of the exit mechanism is low,and there are problems in that the operational management model is not uniform,the housing security information system is insufficiently emphasized,the exit boundary definition is vague,and the incentive and punishment mechanisms are not perfect.The performance level of affordable housing allocation is second-class,and the performance level is higher.However,the comprehensive correlation value of the distribution performance of affordable housing still has a large gap compared with 1,it is necessary to seek breakthroughs in terms of policy implementation capabilities,policy implementation efficiency,and policy responsiveness for further improvement.
