In the increasingly fierce market competition environment, the reasonable control costs and enhance the value creation ability of enterprises has become an important task for the enterprise. And pay as a scientific and effective incentive tool, and its position in the enterprise management is becoming increasingly prominent. Scientific and reasonable salary management can not only help enterprises to reduce expenses, but also stimulate the enthusiasm of enterprise employees and their loyalty to the enterprise, so as to accelerate the improvement of enterprise efficiency.The state-owned power enterprise, A company as the research object firstly expatiate on the specific circumstances of the salary distribution, again through the cost benefit analysis and salary survey, collect the employees of the company on the current salary distribution system of the views and opinions of A company's existing salary management methods are scientific, and find out the compensation cost budget and salary allocation problems existing in two aspects. Then aiming at the two problems is proposed based on suggestions to optimize the cost benefit compensation, including the optimization of total payroll budget determine method and implementation of the budget of the appraisal system, and improve the salary distribution system. A company can remain effectively the compensation costs within reasonable range through the control on the increase or decrease, and set up the implementation of the compensation control group and supervise the budget target, and then combined with the endemic to China's market economy and a company employee work content and bear the responsibility, re allocation of compensation costs, enhance the incentives for employees, help the enterprise attract new talent and retain key talent, and enhance the enterprise benefit.
