The Research Of Government Regulation Of Special Car In China

Using a special car software as operation platform to publish and receive orders,cooperating with car rental companies around,providing cars by car rental companies,providing drivers by regional labor service companies,the service of special car begins with the concept of "Internet +" and problems of traditional taxi industry.The service of special car can provide personalized,differentiated,high-end car rental or taking service on the Internet for the public,but there is legitimacy,security and other issues.As the release of"Guiding opinions on deepening the reform of the taxi industry to further healthy development(draft)" and "Interim measures for management of booking taxi on the Internet service(draft)"by the Ministry of Transport,the regulation of the service of special car has increasingly become a important social problem.This article is based on this perspective,in-depth analysis of the characteristics,types of the service of special car,and is compared with the traditional taxi.On this basis,through the literature method,comparison method,it summarizes the identity disorder,car subsidies disorder,the lack of security controls,the low barriers to become a car driver,"one size fits all" of the car enforcement,car management software chaos of the special car market.These six questions are striking problems.Then it puts forward six measures which are to obtain the legalized qualification,rationalization of price controls,increase of security technology,perfection of the legal system,standardization of the software management.Hoping that these six measures can provide ideas for the sustainable development of the service of special car and the reasonable regulation of the government.
