| Industrial development and economic growth theory initially only emphasize elements of input, then it evolved into by improving productivity to now attaches great importance to the human capital, technology and knowledge, This is a high technical development. Today, the extensive mode of industrial development has no competitiveness, it also emphasizes the strategic status of high-tech industries. Now, high-tech industry has become the key in order to enhance the political and economic status for a country. The penetration of high-tech industries is strong, As the carrier of advanced technology, it can promote the economy develop better and faster. This article firstly clear about the features of technology spillover: externalities、implication、 uncertainty and interactivity, on this basis, the paper analyzes the mechanism of technology spillovers and the factors also channels that influence technology spillovers. At the same time, according to our country’s hi-tech industry status quo and development problems of technology spillovers, as well the path of the spillover effect from the new and high technology industries, the paper builds a corresponding empirical analysis model. Finally, the paper studies the technology spillover effect of high and new technology industry in China, using the statistical analysis of data and econometric method from two aspects. The conclusion is drawn by applying panel data model and ordinary least squares regression method qualitatively and quantitatively.The empirical results indicate that:The high-tech industry in our country has developed better at present. The independent innovation ability is higher and the scientific research activities or products have high technological content. Increased research and development spending, spending on new product development and new product sales are helpful for promoting the technology spillover effect among high and new technology industries. However, the technology spillover based on human capital is not significant, which shows the lack of exchange and interaction among high and new technology industries. Increasing the labor force and inputting fresh blood will improve enterprise’s ability to absorb external technology, so as to enhance the effect of technology spillover.In addition, the empirical implies that the traditional industry in China is still at the development stage at present. The problems of applying the role of leading industry and improving the ability of independent innovation are to be solved. But on the whole, the number of research & develop of high-tech industries, new product development and fixed assets investment in general have significant effect to the traditional industry technology. This indicates that digestion and absorption ability of the traditional industry is very strong in the introduction of the advanced technology of high-tech industries and products, which helps to upgrade traditional industry transformation. However, the role of technology for the reform of the traditional industry is not significant. This shows that China’s traditional industries have a low level in imitation innovation of new products and it lack of real and effective investment of scientific research in digestion, absorption and innovation of products implying new technology. But on divisions, the impact of high and new technology industry on the traditional industry is not the same, and the gap is more obvious. Among them, the leading role of electronic computer and office equipment manufacturing industry is the most obvious for traditional industry. The corresponding is, aviation aircraft manufacturing technology spillover effects on the traditional industry the most weak. Therefore, single development of five high and new technology industries is not conducive to the maximum the technology spillover effect of high-tech industries.
