China's Urban Employee's Basic Endowment Insurance is an important part of social insurance, and it has a great influence on employee's life. In recent years, there is amount of concern about payment of pensions. Even some policies like "Delaying retirement age" and "Allowing a second child" are assumed as measures to solve the problem. If government really has a problem to pay pensions, it will pose a threat of social unrest.Under the situation mentioned above, this paper is based on public goods theory, new public management theory and property rights theory to discuss necessity and feasibility of Public-Private-Partnership (PPP). In the meantime, the paper is based on actuary principle to an actuarial model to discuss the balance of Urban Employee's Basic Endowment Insurance. Positive analysis shows great pressure on payment for Shenzhen's basic pensions.To better release pressure, the author designs a specific pattern of PPP. In the pattern, government and Insurance Company designs product conformation. Commercial insurer is in charge of operation, while government supervises behavior of insurance company. In this process, government covers operation cost of commercial insurance company, while company bears responsibility of basic endowment insurance.Based on the data from statistical yearbook of Shenzhen, provision by CIRC, industry standards and insurers' data, the author calculated profit results of the pattern of PPP. The result shows that commercial insurance company can have profit in the pattern. In the aspect of government, it will only bear fixed cost instead of whole basic endowment insurance.In a word, PPP can be used in China's Urban Employee's Basic Endowment Insurance, and it will improve current status of both authorities and insurers. What's more, it will lay the foundation for personal basic endowment insurance.
