As is known to all,under the background of new era,talent has become the enterprises to achieve and maintain competitive advantage of the key factors,rational use of personnel,give full play to the talent of the potential is enterprise management needs to break through the key,that only strengthen the management of human resources,to enhance the core competitiveness of enterprises.At the same time,in recent years,due to the downturn in the economic environment at home and abroad,many industry faces a crunch,domestic and foreign enterprise human resource management crisis continue to occur,such as Siemens layoffs,CEA return events,a serious threat to the enterprise's survival and development.State-owned enterprises,the pillars of our country are mainly state-owned holding enterprises,these enterprises involved in transport,power,telecommunications and other industries,its normal operation to the lifeline of the national economy,the sustainable development for China's economic development has a important significance.Under the background of new era,state holding enterprises facing before the future competition pressure,state-owned enterprise strengthen human resource management,the human resources entrusted agent crisis and reduce the brain drain is state-owned holding enterprises urgently need to focus on the problem.This paper is divided into five parts,the first part is the introduction,this part outlines the research background,significance,purpose,gives the research ideas,research content,research methods,innovation points.In this chapter,in reference to a lot of research methods and logical thinking,after reading a large number of domestic and foreign works,the depth of fusion,to further understand the current research frontier;in the second part,the concept of state-owned holding enterprises are summarized,described the crisis and form the principal-agent relationship in human performance the resources of state-owned enterprises,discusses the principal-agent theory,human resource management theory,to provide theoretical support and practical guidance for the evaluation of state-owned enterprise human resources agency in crisis period;in the third part,the paper analyzes the status of state-owned enterprise human resources agency crisis in fourth;in this part,according to the reality of the situation mentioned in the third part of the construction of state-owned enterprise human resources crisis evaluation agency In the fifth part,this paper is based on the real case of the smelter group,to assess the risk of human resources in the smelter group,and put forward relevant countermeasures and suggestions based on the evaluation results.Completed in the main part of this paper,for the full text of the main conclusions overall induction,further summarizes and proposes the future optimization measures and prospects,in order to human resources of state-owned holding enterprises entrusted agent of the crisis to provide theoretical and practical reference.
