Currently, public participation is prosperous in China, the theory and practice of it breaks from the political context to administrative areas. Government pricing is an important public decision making. When the public take part in government pricing,the quality of policy can be improved and the resistance of implementation can be reduced. It also can prevent the abuse of public power and promote the democratic process. From the Third Plenary Session of the eleventh CPC, public participation in pricing has achieved great progress but in this junior stage of development, there are many problems such as narrow range, less channel, low level and weak effect still exist. To discuss these issues comprehensively and deeply, to find a realistic way for the public to participate in pricing, to realize the democratization and science of government pricing is an important issue which deserves hard research.The paper defines basic connotation of public participation in government pricing, using the theory of public sovereignty, modern democratic administration,governance and good governance and ladder of public participation to point out the significance of the issue. The paper also points out the main reason of the problems occurred in government pricing from the four aspects such as government, the public,society and system. The paper learns from the experience of the U.S.A, U.K and Japan and provides realistic path to improve the issue. The first way is to build service-oriented government, to raise public awareness and foster participatory culture. The second is to establish sound legal system and abide by the law strictly so as to strengthen the protection of public participation in government pricing. The third is to innovative ways for public participation and promote it by using multi-channels in the whole process. The fourth is to cultivate and support the development of social organizations and give full play to them while involved in the role of government pricing. The fifth is to increase the political and cultural qualities and skills of the public so as to enhance the capacity of public participation in government pricing.
