An Analysis Of The Central Region Public Fiscal Expenditure Efficiency Based On 3-Stage DEA

With the development of economy, the public's demand for basic public services are in constant increase. Finance laid the material foundation for the government to supply of the basic public services. Although along with the rapid development of economy the increase of fiscal revenue, our government finances sharply increased year by year, the public satisfaction to basic public services provided by the government is still low and difficult in accepting education or health care and other problems are still found in the media from time to time. Especially,in the current our country economy has entered the downward phase and we can foreseeable revenue growth will slow,therefore,strengthening the study of the efficiency of fiscal expenditure of local governments in the moment are more particularly necessary.This dissertation uses 2000--2014 input-output panel data to analysis Anhui,Jiangxi,Shanxi,Henan,Hunan and Hubei this six provinces in the central region's fiscal expenditure efficiency based on 3-stage DEA. At the first stage and the third stage we choose the constant returns to scale model C2 R and variable returns to scale model BC2 to calculate the technical efficiency and pure technical efficiency of fiscal expenditure,and calculated the scale efficiency by the ratio of the two. The first stage's measurement results shows that from 2000 to 2014,the six provinces of the central region's fiscal expenditure efficiency moves smoothly and there are no fluctuations. After the second stage to eliminate environment variables to adjust input,the third stage to recalculate the efficiency score are more accurate and objective. The third stage's measurement results show that the efficiency of fiscal expenditure volatile and have obvious deterioration trend in recent years.According to the result of 3-stage DEA empirical analysis,this dissertation puts forward some countermeasures of improving the efficiency of fiscal expenditure to local government in the central region exploratory, and those suggests including strengthen institutional mechanisms to support public finance reform and improve efficiency;Each local governments in the central region should take various measures according to their actual situation such as control of fiscal expenditure scale and sizeof government spending and other measures to improve fiscal efficiency level;Perfecting the social supervision mechanism of public fiscal expenditure. At last we describe some shortcomings and future research direction of this dissertation.
