U.S. financial crisis that broke out in2008, and the subsequent European debt crisis had a severe impact on the global economy, which countries are looking for measures to make the sustainable and healthy development of the national economy. Because of the impact of the international financial crisis, irrational economic structure and the extensive mode of development, which undergo a serious challenge and also exposing China’s economic development process that uncoordinated, unbalanced, unsustainable problem. The industrial structure is reasonable or not has a direct effect on the healthy development of China’s economy, so an urgent needed to speed up the upgrade of the industry organization in the current economic situation. Although China’s three major industries in the structure and size are in constant adjustment and change, compared with developed countries in developing, the development of China’s three major industries, there are still many problems. In this paper, empirical studies of the central and local fiscal expenditure on the impact of the differences of the three major industries in China, provide a reference for adjusting the size and structure of financial expenditure, and to promote the development of the three major industries of great significance.While combing the relevant research literature, we found more research on the impact of fiscal spending on economic sum. Second, fiscal expenditure is broken down into the various types of project expenditures, and to study the impact of these expenditures on economic sum or the three major industries, the study of the central and local government expenditure affect the three major industries is still largely in the blank. From the practical and theoretical point of view, the development of the three major industries in times on the macro level, will be subject to central and local government fiscal expenditure, so study the central and local government expenditure on the differences of the three major industries, which can adopt targeted control policies which can be implemented, will get desirable results.The status quo of China’s central and local government fiscal expenditure mainly expressed as, first, local financial accounts basically spending annual growth in spending an annual growth rate above the central financial accounts. The status quo of China’s three major industry development mainly expressed as, he rapid development of the tertiary industry, followed by the secondary industry, and the last is the first industry.Optimize the industrial structure upgrades need to rely on a sound market environment, the trajectory of economic development, or the success of the developed countries experience shows that, in order to obtain economic, social development, the smooth progress of the optimization and upgrading of industrial structure, which must clear the limits of the market and the government. The article in the last two aspects, from the size and structure of the central and local government expenditure, proposed advices to optimize the adjustment of China’s three the industrial structure.
