China is facing great challenges posed by an aging population. The sheer size of the aging population, increasing life expectancy has brought huge demand for medical and health services, it is also accompanied by a sharp increase in health expenditure. In order to reduce the proportion of personal health spending, and ensure that people have access to basic health services, reduce financial risks due to illness, our constantly improve the basic medical insurance system. In our current health care system, including basic medical insurance introduced in 1998 the medical insurance system for urban workers,2003, the new rural cooperative medical system piloted in 2007 and began to implement the medical insurance system for urban residents, and their security objects, sources of financing and credit, reimbursement levels so there are some differences. So, in three different basic medical insurance system, the elderly population for medical services use what is the difference? This article from this perspective, focuses on three different health insurance system for the elderly in outpatient use, hospitalizations and use of self-medication use impact, and proposed countermeasures to compensate for the current lack of basic medical insurance system, which to achieve the equalization of basic public health services in the long run.This paper reviews the relevant research results, the basic medical insurance, the concept of the elderly and health care use were defined and analyzed the mechanism of Medicare for medical services utilization. Secondly, from a macro point of view of the effects of the implementation of China's basic medical insurance system, the health status of the elderly in our country and our population Utilization of medical services. Subsequently, China Health and Retirement Survey Tracking (CHARLS) 2013 year data, after controlling for other relevant variables, empirical analysis of three basic medical insurance respectively outpatient use, hospitalizations and use of self-treatment with different impact, the study found:(1) the use of point of view from the clinic, compared to participate in medical insurance for urban residents in the elderly, to participate in the new rural cooperative medical insurance, a higher probability of illness in the elderly outpatient utilization, and to participate in medical insurance for urban residents the elderly and medical insurance for urban workers to participate in the elderly there was no significant difference in the clinic use. (2) from the point of view the use of inpatient treatment, compared with urban residents in health insurance for the elderly, to participate in the new rural cooperative medical insurance and medical insurance for urban workers will significantly improve the treatment of illness in elderly hospitalized probability. (3) from the point of view of self-treatment, compared with urban residents in health insurance for the elderly, the new rural cooperative medical insurance have a significant negative impact on the insured elderly use self-treatment, and to participate in medical insurance for urban residents and the elderly to participate in medical insurance for urban workers, the elderly no significant difference in the use of self-treatment. Finally, according to findings made recommendations accordingly.
