The Study Of The Development Of Modern Logistics In Railway Transport Company

The Eighteenth National Congress of the Communist Party of China attained the grand goal of building a moderately prosperous society in all respects, emphasized to ensure sustainable and healthy economic development and build a resource-saving and environment-friendly society, put forward a high requirement on modern logistics industry. At present, social logistics of China has three features: high cost, low efficiency, prominent environmental pollution problems. If we transform into modern logistics industry, we can make full use of advantages of railway: environmental-friendly, efficient and energy—saving, lower the cost of social logistics, optimize the system of social logistics, offer reliable logistics service to build a moderately prosperous society in all respects. The Third Plenary Session of the 18 th Central Committee of the CPC has a new plan to comprehensively deepen the reform. It is a giant and important step for railway to implement the reform of freight system. Now,the key of deepening the reform of railway in all respects is to use modern logistics concept to change traditional ways of freight transport so that we can accelerate the transformation and development into modern logistics. If we firmly grasp the key of freight reform, we can promote the further development of the whole reform of railway. China has carried out three strategies, Belt and Road, the coordinated development of Beijing-Tianjin-Hebei, and Yangtze River Economic Belt. It requires us to let transport go first, build a smooth passage for freight, To implement the district developing strategy: the development of the west, the revitalization of northeast and, the rise of central China and the leading of the east, we need to accelerate the achievement of the connection four districts. Railway is important national infrastructure and an important band of the social development of district economy. It shoulders the great responsibilities in implementing the national strategy. Accelerating the transformation and development into modern logistics can make implementing the national strategy easier. We should make a contribution to accelerating coordinated development of four different districts. The speed of the development of Chinese economy is changing from super-high growth to middle-high growth. The way of the development of economy is changing from extensive way of economic growth into intensive growth of quality and efficiency. Logistics market is undergoing profound changes. Aggregate demand of the logistics market within the whole society, especially ‘small, fast, scattered' logistics demand, is increasing constantly. Demand for mass freight of resource is falling down thus it put forward a higher requirement on logistics organization, operating quality, informatization and so on. Logistics industry has entered a new stage of transformation and updating. Facing new normality of economic development,railway can only change the ways of development to adapt to the market, enlarge the market, improve management quality and benefit, achieve sustainable development. The railway of China is experiencing a crucial point of reform and development. Railway transportation companies must make full use of strategic opportunities, take advantage of our own, face the challenges by transforming, and find out mew ways of development of modern logistics with our own characteristics.For these cases above, my paper made a deep analysis of the condition of the development of railway logistics and the development of Hohhot Railway Bureau(HRB for short below)'s logistics. It shows the problems of the development of railway logistics, especially HRB. Those problems includes the lag of logistics concept, poor coordination of departments, unbalance of logistics structure, faultiness of information platform, inflexibility of operative mechanism, shortage of human resources. It also shows their reasons and analyzes external environment and internal conditions during the development of HRB's modern logistics by drawing the experience of successful logistics companies and using management theories and methods of modern logistics. Starting from logistics facilities optimization, marketing strategy of modern logistics, reengineering and building of logistics enterprises, the study put forward an idea that we should set up service concept of modern logistics guided by market, aiming at meeting customers' needs and innovation development. We should insist on systemic management, intensive development and specialized management and accelerate to build Infrastructure network, operation organization network and intelligent information network. We should maintain integrated development of transport, storage, processing, distribution, logistics finance and information service to forge a new railway logistics system by developing whole category logistics, providing whole process service, carrying out omnibearing management, implementing the whole process management. It is believable that if HRB makes full use of the advantages of relatively perfect railway logistics network, information network, logistics facilities, technology and equipment foundation, business customer and regional resources, overcomes disadvantages of concept, service and quality of personnel positively, solves the problems of the development of logistics and makes the best use of the advantages and bypasses the disadvantages, gives play to new railway logistics system according to the aim set in the development strategy, we must accelerate the transformation into modern logistics, promote the fast development of Internal logistics, be able to occupy more resource and bigger market, thus we can bring economic benefits and social effect results benefits for ourselves.
