In May 2014, the general secretary Xi Jinping put forward for the first time Chinese economic development has entered a new normal characteristic of this stage, pointed out the new direction of economic development China. In China, the research on rural surplus labor transfer started early. Theoretical research is comparatively perfect. However, different economic environment and policies can make rural labor transfer show different characteristics and problems. Especially in the New Normal that National economic slow down. With the rapid development of the economy and society steady, rural labor transfer in Henan also shows different characteristics under the new economic form. The steady transfer of rural labor is not only the precondition for the realization of completing the building of a moderately prosperous society in all respects, but also plays an important role in the building of the new urbanization. Therefore,in the new normal,research has the important meaning in the problems of the rural labor transfer in Henan province.After introducing the background of this thesis and summarizing the basic theory of rural surplus labor transfer, this article generalizes domestic and foreign scholars' research of labors transfer, reviews and summarizes the historical process of Henan rural surplus labor transfer. Then analysis the current situation of rural labor transfer in Henan province under the new normal economic situation. In the process of Henan rural surplus labor transfer, there exist many problems, such as low comprehensive quality of labor, the imperfect labor market and the related institutional factors. These problems hinder the rural labor transfer in Henan. Among them, low comprehensive quality of labor makes the rural labor force the difficulty of migrant workers. The labor market is not perfect mainly in the unequal binary labor market which makes the migrant workers treated unfairly in the city employment. The household registration system has restricted the rural labor force to the city, and reduced the enthusiasm of the rural labor force to the cities and towns. Distempered land circulation system leads to the rural labor work outside at the same time they are not willing to give up their land. This slows down the new urbanization and new agricultural modernization. The defective social security system can't solve the concerns of migrant workers. It reduces the stability of the transfer of rural surplus labor to city in Henan. To solve these problems, this article puts up policies under the new normal economic situation to speed up the transfer of surplus rural labor in Henan and give impetus To promote the overall well-off society in the final chapter: Firstly, we should accelerate the improvement of rural education system, and improve the employment ability of rural labor. Secondly, to accelerate the development of the local economy, improve the level of urbanization in Henan, promote the construction of the core region of Henan grain, create a modern agriculture, and help rural local rural labor. Develop manufacturing industry and modern service industry, to build a modern industrial system, provide more jobs for the transfer of rural labor force. Encourage and guide the rural labor force in the local independent entrepreneurship, broaden the non agricultural employment channels to provide more employment opportunities for rural migrant workers. Thirdly, accelerate the process of rural and urban labor markets' integration, eliminate the unequal treatment of rural labor force, and achieve the free operation of rural labor force. Fourthly, actively promote the reform of household registration system and land circulation system, optimize the social security system, gradually break the restricting factors in the process of rural labor transfer. According to implementation of strategy above, promoting high-speed growth in the economy of Henan, actualizing new industrialization, new urbanization and new rural step by step. Finally, build up a well-off society totally.The innovation of this thesis lies in analyzing of the history of rural labor transfer condition in Henan province, existing problems and influence factors under the new normal situation. Put forward under the new normal economic form in our country, to speed up the transfer of rural surplus labor force in Henan province countermeasures.
