The Study On The Transfer Of Surplus Labor Force In Rural Areas In Hunan Under The New Normal Condition

On May,2014,Xi Jinping,the general secretary of the Chinese communist party,proposed for the first time that China's economic development has entered a new normal.He pointed out that as China's economy has entered into many favorable conditions for the acceleration of economic growth,the disappearance of acceleration,the hard constraints of economic growth have become stronger,and structural transformation pressures have increased.During the period,how to better promote agricultural development and promote agricultural modernization,so as to build an overall well-to-do society has become a public concern.While the key and difficult point in building a well-off society in an all-round way is in rural areas,the fundamental solution to solving agricultural problems lies in the transfer of surplus rural labor.Therefore,the transfer of surplus rural labor is a problem that cannot be ignored.Hunan,as a major province of China's agricultural population,has also been keeping pace with the rapid economic development in Hunan.Therefore,it is of great significance to study the existing problems in the transfer of rural surplus labor in Hunan.This article first introduces the paper on the background and significance,at home and abroad for the past generalizes the theories about rural surplus labor transfer research,think the past literatures at home and abroad for the guidance of the problem of rural surplus labor transfer in Hunan province is not appropriate,has certain limitations.Then,the third chapter of the article suggests Hunan province to study and focus on the analysis of the specific conditions of the rural surplus labor transfer,and through the historical process of Hunan rural surplus labor transfer,scale and geographical distribution,population age,sex,and education level of the current situation of rural surplus labor transfer is described,using the labor productivity comparison the surplus labor force of 1993 to 2015 in Hunan population estimates,it is concluded that the migrant population in Hunan province,workforce for the overall quality is not high,mainly concentrated in the economically developed provinces and cities,and measure the current in Hunan province as there are more than 800 population of surplus labor force.Chapters 4 and 5 are qualitative analysis of the three main factors affecting the transfer of rural surplus labor force in Hunan,empirical analysis of the influencing factors based on the ridge regression model,and empirical analysis of the impact of influencing factors on the transfer of rural surplus labor force.Finally,the last chapter of this paper proposes the corresponding countermeasures to solve the problem of rural surplus labor transfer according to the government and the individual.
