Research On Transaction Between Different Districts Of Cultivated Land Occupation-Compensation Balance

Our country implemented the strictest cultivated land protection system to ensure the Food Security, cultivated land occupation-compensation balance is one important cultivated land protection policy of the system, and the compensational cultivated land index transaction between different districts is a system's innovation under cultivated land occupation-compensation balance, which has been widely spread in many areas of our country. It is to the transaction between different districts as an object, this paper emphasizes the analysis on two transactions sides' behavior selections and the cause of the deal, in the meantime combined with the situation of the cultivated land's occupation in Jiangxi province, and then the paper analysis the current mechanism of transaction between different districts in Jiangxi province, so that we can find the problems existing in the current mechanism and put forward countermeasures and suggestions.Combined with the result of literature document research, this paper firstly introduce the concept of cultivated land occupation-compensation balance and define the connotation of trading in different regions clearly, and then analyze the status of occupation and compensation of cultivated land in Jiangxi province and the situation of transaction between different districts, indicating that the cultivated land resources is unequally distributed geographically and the cultivated land reserves is in serious lack, and the behavior of transaction between different districts is becoming gradually frequent along with the economic development. Through in-depth exploration and analysis of the transaction cost and benefit on both sides, we find that the benefits of both parties includes two parts due to the externality of transaction between different districts: the direct benefits and indirect benefits. On the basis of cost benefit analysis,we establish the game theory model. This paper analyze the equilibrium points under different condition variable, then emphatically analyze what the relationship between the variables should meet and how this will affect the trade on the way to achieve(deal, deal) equilibrium. The conclusions are as follows: the pure benefit obtained from transaction between different districts is the motivation of two transactions sideschoosing deal, each component of cost and benefit of two transactions sides has an effect on ultimate deal willingness; The opportunity cost of land-use change and indirect benefit of transaction between different districts are the two main aspects that have a larger effect on deal willingness of index supplementary, the additional resource from occupying cultivate land for construction also has a lager effect on deal willingness of index occupant; The higher externality, the more possibility of concluding the transaction between different districts.At the end, aiming at the most prominent problems in Jiangxi Province such as the scientificity in choosing deal object, the unreason of deal price and the unfairness of profit sharing arrangement, this paper has a comprehensive analysis of the causes of these problems from the aspects of policy guidance and theory. Then this paper put forward several countermeasures and suggestions for these problems from the view of both macroscopic and microscopic.
