Research On The Evaluation Of The Value Of Mining Rights Inner Mongolia

Our country is rich in mineral resources, but the per capita less in actual mining. With the rapid development of China's economy, the resources can't meet the needs of economic development. With the environmental pollution and waste of resources, the development and utilization of mineral resources is becoming more and more serious. Rational development and utilization of mineral resources can't be separated from the mining flow. So how to determine an objective and reasonable value of mining right transfer market is essential, and it's an important method for regulating market to assess the value of mining rights. With the transfer from the original free to paid, mining will more cherish the mineral resources, develop mineral resources more rationally and effectively and improve the utilization of resources based on the goal of profit maximization. Therefore, it is important to evaluate the mining right for regulating the mining right market, and protecting the mineral resources reasonably and effectively. However, our country's mining right evaluation starts late, and in the whole development process still exists many worthy of thinking and perfect places, so the mineral property right assessment is still in the attempt and the exploration stage.The paper is based on the research of domestic and abroad. It summarizes the basic theories and methods of value evaluation, and on this basis,the paper used the case analysis to study the Inner Mongolia dong sheng miao pyrite mining rights value assessment and try to formulate some constructive suggestions and opinions against for the problems that exist in the value evaluation:using the CAPM to determine the discount rate to fit the general method of the West; reevaluating the value of the intangible assets, so that the assessment is more reasonable; the emphasis on the control of assessment risk to improve the objectivity and authenticity of the results of the assessment. This paper consider the cases that the value evaluation of the pyrite mining rights value. The results will be more representative and universality, and it plays a major role in improve the accuracy of value evaluation which can makes the value evaluation more reasonable and complete.
