With the trend of economic globalization, the increasingly fierce competition in the international market, the more obvious the role of human resources management in improving business efficiency and competitiveness, human resource management is becoming the enterprise's core management content. The human resource strategic planning is the foundation for human resources management. It is the process of implementing the human resource strategy to several programs through corresponding techniques combining the practical situation of the enterprise. human resource Strategic planning is based on the enterprise's future development strategy. It plans for the required human resource for fulfilling the future strategic objectives of the enterprise. It is the interface of corporate strategy and human resources management and is critical to the effective combination of both.This paper first introduced the definition of the human resource strategic planning as well as its content and develop processes and methods as the theoretical support for Guangxi Postal Servie&Newspaper Publish Agency's human resource strategic planning; based on this, the second chapter of this paper discussed the research and analysis of the agency's of internal and external environment via appropriate techniques and methods, corporate strategy and human resources management strategy and other aspects in order to clarify the current situation of the agency's development environment and human resource management; based on the research result, on the basis of the above analysis, the third chapter makes predictions on the agency's number of human resources, the structure and quality of the demand, supply and the balance of supply-demand for the next three years; the fourth chapter promoting the goal of the optimization in the number of human resources, structural optimization and quality improvement according to the results of the prediction, and then formulate the general plan of issue of human resource and specific sub-plans of details. Finally, the fifth chapter of this paper promotes the plan for executing, supervising and evaluating the human resource strategic planning for Guangxi Postal Servie&Newspaper Publish Agency.
