Human resource planning is one of the basic work of human resource management in enterprise.Human resource planning be designed to change the strategic development of enterprise to needs of human resource.Forecast and analysis from the point of view of long-term development,then work out the human resource goals within a period of time for actual demand in accordance of the business. It is on the basis of the human resources management. With the rapid development of the information society. As one of important resource of enterprise. The human resource has become more and more important. Human resources as one of the most important resources, play more and more important role,has closely related with the future development of the enterprise and influence on the enterprise strategic target realization.At present although many enterprise of China have realized the importance of human resource management and put forward the concept of human resource planning but mostly ignore the relevancy with the development strategic objectives. Under this background, this thesis is carried on the human resource planning development in China at present. Analyzes the concept of human resource planning design and implementation. Finally,with the background of GZ tobacco companies discusses how to use in enterprise about human resources planning.In this paper first disscuss the summary of human resources management and human resource planning development, analyzed the objective factors about influence of human resources management. Second in this theory foundation,according to a tobacoo company of China,we analyzed the existing problems of human resource management about it.Comprehensive analysis the relationship between the strategic development target and human resources management of the tobacco companies,which be influence as well as restriction each other.Put forward the design of strategic human resource planning,forecasts the implementation effect and prospect.In the last part of the thesis, the dissertation summarizes the outcomes of the article research and problems, which will be studied further in Longnan region.
