From the point of current data, global climate warming effect followed by a series of external economic problem to human life and production is more and more obvious. In view of the methods and measures to slow down the climate change,countries aiming to through controlling carbon to reduce greenhouse gas emissions,thus effectively reduce the influence of global climate change. Our country also committed to reduce emissions of carbon in accordance with the targets in Copenhagen commitment. Therefore, In order to improve the quality of life, as well as the ecological environment, studying the low carbon economic development model has great significance.Based on the international and domestic community’s analysis of the low carbon development model, the bases of the related concepts were released. Then, before the particle swarm optimization and BP neural network are introduced accordingly, the article introduces the related carbon decomposition model. Considering the related theories, multi-dimensional decomposition model is proposed in this paper, aiming to reflect the decomposition of carbon productivity, by compared the years in different provinces and different industry as well as different influence factors on the contribution value of carbon productivity in our country. China’s contribution to carbon productivity is analyzed from the dimensions of influencing factors, regional structure and industrial structure respectively, combining with the condition of our country, and the chart auxiliary. Upon above analysis, this paper intends to predict China’s carbon emissions adopting the algorithm of BP neural network optimized by particle swarm optimization in 2014-2018. Finally, on the basis of the decomposition results and the prediction results, from the local government industrial policy, as well as policies of the carbon trading and carbon tax, some suggestions are put forward about China’s future low carbon development model, which will make some recommendations according to guide the modes of low carbon development in future.
