As a pillar industry of our country, power industry closely links to the national economy and the people's livelihood; it counts for much in promoting economic development. For the past few years, the country has taken some measures to reform in power industry, and marketization is the core of the reform, so the power industry is facing unprecedented challenges, and has to make strategies to maximize the benefit during the reform.The problem of profit has caused controversy within the scope of the society. The reform of power industry is also the important focus of China's economic system reform. For generation companies, the coal is the key factor of producing actions and stimulating the development, the quality of coal matters that whether the companies can gain profit and companies' long-term success. So when signing the coal purchasing contract with coal suppliers, the generation companies make requests on the coal. As an interest body, pursuing profit is also the goal of coal supplier. Then the difference of profit between them has been emergence. So it is necessary for generation companies to design a reasonably coal purchasing contract which can not only inspire the coal suppliers to provide high-quality coal,but also meet the demands of producing.For the study of how to motivate the coal suppliers working hard to supply the coal source satisfying the demands of generation company, this paper assumes that there are three coal suppliers, and three requests about the coal which are high-quality, low price and stable supply are made when signing coal purchasing contract. Every supplier bears the task of providing the coal with specific requests and does their best. To finish the task well, there are three kinds of relationship among the suppliers, which are cooperation, competition and independence. The multi-agent models are built separately based on the three relationships,and solved and analyzed by the solution of the multi-objective programming method, through numerical simulation method, this paper uses MATLAB software to give the contrast analysis on the influence of relationship coefficient and output coefficient on incentive levels, it also contrastively analyses the effort level of coal suppliers. The results show that the output coefficient is the important standard to measure the effort level of coal suppliers, also the indicator to assessment performance of the coal suppliers. If the coal suppliers take the cooperation, the generation company can make the coal suppliers hand in a resource data report when designing the contract which the generation company can get some useful information about the coal suppliers. And, if the incentive cost is limited, the measures of encouraging the coal suppliers to cooperate are need. And research conclusion has reference value for improving the incentive mechanism when signing the contract with coal suppliers.
