Study On The Countermeasures Of Tracking Audit For The Management Of Land Reclamation Project

As a major part of the overall planning of land use, land reclamation is an important way to realize the rational allocation of land resources and to increase the sustainable utilization of land resources and to improve the ecological environment. It not only can effectively increase the arable land but also can improve land utilization and the rate of output. At present, efforts of land reclamation are gradually increased by higher investment projects in China. The auditing departments have been strengthened in accordance with the provisions of the land supervision.Projects of land reclamation and research on the management are also increasingly concerned by the society. It has important practical significance and guiding significance to research on land reclamation and to construct the related theory of land reclamation and to explore effective mode of land reclamation and methods of investment control. Through the research on the management of land reclamation project and tracking audit, the paper aims to apply construction project more maturely and to achieve remarkable results of the audit trail into the project of land reclamation management, which can make the supervision of land reclamation project and the control of investment more objective and scientific and effective. Also it can further optimize and perfect the management system of land reclamation. Thus, it can be effectively realized the project of investment management. The main research contents and related conclusions are as follows:(1) The paper analyzes the current situation of land reclamation project supervision in our country combined with existing problems of the self-regulation, separate regulation and afterwards supervision. It is concluded that the strengthening of land reclamation project tracking audit is an important means to improve the performance of land reclamation.(2) The paper makes in-depth analyses on the necessity of tracking audit of land reclamation project and points out the problems of supervision on land reclamation on the basis of the application effect of tracking audit in the field of engineering construction. It is concluded that the introduction of the land reclamation project is not only necessary but also feasible.(3)The paper discusses the contents, procedures and methods of tracking audit of land reclamation project from different angle. It also points out existing problems in the construction and puts forward countermeasures and provides the basis for tracking audit practices of land reclamation project.(4) The paper analyzes the research on tracking audit of land reclamation project with examples and gives contents, methods and procedures of the tracking audit and reveals the problem of tracking audit of land reclamation project and puts forward the countermeasures and methods.Tracking audit is analyzed form multi angle taking investment control flow of the land reclamation project as the core and combining with the characteristics of auditing. Also the countermeasures and suggestions of the tracking audit of land reclamation project are put forward. We hope to provide some references for the study of land reclamation management and related practice.
