Research On The Strategies To Enhance The Level Of Opening Up Of Gansu

Opening-up is a basic state policy of China.It plays a vital role to Chinese sustained economic growth for many years.And the level of regional openness also reflects the level of regional development.Gansu Province is a typical inland northwest economically underdeveloped area.Although It has undergone the implementation of the western development strategy,the level of opening up has been improved to some extent with improvement of regional economic development,the overall level is still relatively low.How to reasonably enhance the level of regional openness under new circumstances,which is a realistic and significant subject.Based on theoretical knowledge of regional economics,international trade and in accordance with numerous domestic and foreign literature on the calculation method of economic openness and,this article chose dependence on selected inter-regional funds,inter-regional market dependence,inter-regional road density,openness to trade,investment openness,openness of trade in services,the weighted average tariff rates and production openness all these eight indicator variables to build a evaluation system.Selecting the data from 1999-2014 of Gansu Province and using factor analysis method to do the empirical studies on the opening up level of Gansu,which means evaluating Gansu’ opening up level in order to make a comprehensive explanation of elements affecting Gansu’ openness and summarize problems during its opening up.Depending on the empirical study,we found that the level of Gansu’s opening-up is still relatively low in this stage.Constraints mainly come from lagged macroeconomic policy,weak ability of infrastructure construction and feeble industrial competitiveness.According to these constraints,the idea of moderate openness and the concept of “Innovation,Coordination Green,Open,Sharing”,specific recommendations are put forward from five aspects: improving regional economic policies and the ability of infrastructure construction,building urban circle,optimizing the industrial layout and scientific development.The implementation of opening to the west will bring a new era to Gansu.The purpose of this article is to study how Gansu can do to enhance its openness and then to promote economic and social development in Gansu with the Westward Opening-Up strategy.
