China's Western Provinces Opening Up Competitive Evaluation Studies

Since the 1990s, the world economy is moving toward integration. Economic globalization has become a major features and trends in global economic development. Since the beginning of reformation and opening up, the opening up strategy of integrating into the world economy actively played an important role for the resolving problems in capital and technology, market and the management with the China's rapid economic development. In situation of the gap between the West and East widening continually, the domestic economy is serious imbalance in regional development. How to put themselves in the position of the western region municipalities and identify their strengths and potential in the opening to the outside world? How to formulate a more effective strategy to the opening up, thereby seizing key factor in promoting the process of opening up in the western region, then stimulate economic growth in the western region? Undoubtedly this is an urgent theoretical issue for promoting the strategy of developing the western region.In order to study the development level of the Western providences' opening up, this thesis introduces the theory of competitiveness. Competitiveness is a comparative advantage. The present studies about the competitiveness of the western region are relatively few, and, to relevant internationalization or the degree of opening to the outside world, the competitiveness research focuses on aspect such as foreign trade competition, the exporting competitiveness or the competitiveness of attracting FDI mainly. Those studies cannot reflect the overall condition of opening level. Based on the theory of competitive analysis, this thesis introduces the concept of the opening up competitiveness and distinguishes the degree of openness from the opening up competitiveness.Based on the theory of the International Economics and Development Economics and the analysis of the four factors affecting the competitiveness of the opening up, this paper have structured western region comprehensive evaluation system of opening up competitiveness. Assessing the use of factor analysis method, this thesis gives a scientific evaluation of the opening up competitiveness of the western provinces and analyzes the competitiveness situation of the western region. This thesis also makes some policy recommendations for foreign trade, foreign investment, and tourism opening three aspects on how to improve the competitiveness of the western region.The opening up competitiveness rankings indicates that the level of opening up of the western region is low, the pace of development is slow and the level of synthetically strength still dependents on the opening reality competitiveness mainly. The first five provinces in opening reality competitiveness row also stay in the first five ranks in synthesis competitiveness row. But considering three rankings, potential opening competitiveness has a great impact on overall competitiveness ranking .As Qinghai, Chongqing, Inner Mongolia, due to its strong development potential, a substantial increase in its overall competitiveness ranking line. This shows that the development of the western province should be started from lifting the opening potential competitiveness without considering the present level of development more, as long as it maintains a strong potential for development through a period of continuous efforts, so that they can raise the overall level of opening up.
