| Management has become an important breakthrough point in tapping the potential benefits of the construction project, selecting project management model is one of the most important issues construction enterprise facing currently in project management. Our construction project management model has gone through three stages:Production management under the planned economic system; project managers fully authorized project contract management; construction enterprises gradually centralized corporate project management mode. the differences in management models shows different distribution of authority and responbilities, focus on the performance of the powers granted to the project manager, including the personnel power, financial power, purchasing power, production control rights. Over authorization can inspire project manager’s enthusiasm, but also led to more and more out of control of project department. Centralization can increase the capacity of construction companies to deploy enterprise unified management, and enterprise-scale operational efficiency play, but there are a passive centralized inefficient. Distribution of authority and responsibilities between construction enterprise and project manager has become an urgent problem.Though theoretical research, literature studies, field work and face to face interview, the paper mainly draw the following conclusions:(1) the paper first summarize basic ideas and principles of allocation of authority and responsibilities; the basic idea of assignation of authority and responsibilities for construction enterprise is "responsibilities determine the authority". Project management objectives is the starting point and end point for allocation of responsibilities, and the basic principles of distribution should be consistent with basic project management system, standard and the provisions of relevant laws and regulations as well as project management practices and the principle of economy. (2) Construct a responsibilities burden sharing system in construction project management. Allocation of responsibilities to the target feature and based on analysis of each target element management of the main responsibilities and in accordance with the principle of allocation, including management of the target elements include cost, schedule, quality, safety, goal management processes including setting goals, objectives decomposition, and security targets, target assessment. The key of the assignation of responsibilities is identification and description of core responsibility, create a system of project management responsibility system, and a clear description of the project management responsibilities of construction enterprises. (3) Construct a power share system in construction project management; Distribution of project management authority based on the allocation of responsibilities. The authority mainly for the decision-making authority in management activities, Including recommendations, enforcement, supervision. The principle of the distribution of power, including the powers and responsibilities consistent, consistent with the characteristics of the construction project management, decision-making economy. The main management activities, including pre operation management, production control, purchasing, capital allocation. Wherein the authority of pre operation management, purchasing and capital allocation shall be focused on the enterprise level, authority of production control should be granted to project manager, at the same time project manager share part of theauthority of procurement and capital allocation. |
