Present Situation, Problems And Perfect Countermeasures Of Chengde's Budget Performance Management

Acing more and more opportunities and challenges with the rapid development of China's economy, problems and contradictions have become increasingly highlights in the process of development. There are some neglected long-term problems in the economic system and the way of development, which lead to various risks in the development. How to take effective measures to improve financial performance and to enhance the capabilities of risk resistance and defusing crisis in economic operation has always been a practical problem which is needed to be solved. A number of provinces and cities under the guidance of the Ministry of Finance have carried out the performance evaluation of financial expenditure since 2005. Some regions also began to proceed with budget performance management and changed the former management methods of attaching great importance on post-management and neglecting advance prevention. The performance objective management has been included in the key management. The performance budget management work has gained primary progress. Hebei Province, as the pioneer of the national budget reform, offered the conception of implementing the performance budget reform in 2004, developed a series of programs and measures and explored some advanced practice and experience. Chengde City carried out the budget performance management earlier in Hebei Province. While some achievements have been made in the specific work, there exist some practical problems. This paper analyzes the importance of performance management of financial budget for improving the efficiency of the work of the government. With reference to the production and development of financial budget performance management in the main western developed countries, and also learned advanced experience and practice from some provinces and cities in China. Through the empirical analysis, puts forward the problems existing in Chengde city budget performance management, mainly in the imperfect performance index system, the further strengthened performance evaluation result application, shortage of professional personnel, the low-level of management informationization. In order to solve these problems, this paper puts forward suggestions and measures of improving the budget performance management of Chengde city from perfecting the budget performance management index system, strengthening the application of performance evaluation results, establishing professional management team and improving information management.
