The Present Situation And The Countermeasure In Jiuquan Mineral Resource Management

In the rapid advance of the economic globalization, domestic industrialization and urbanization, mineral resources as the important factors of production have increasingly become a bottleneck restricting the development of economy and society. So with the increasing openness of China's mining industry, the strategic objectives to build a resource-conserving, environment-friendly and development-sustainably society for mining managements have been the foundation of market economy system reform and the important content of the mining reform, such as property rights system reform, industrial structure adjustment, innovation of management system and construction of ecological civilization. Nowadays, our mine administration management has entered a new era characterized by reform and innovation, full of hopes and challenges. Along with the rapid development of socialist market economy and the intensify reform of mining system, the conditions that laws and regulations don't adapt to the management practices, old and new problems mix, suggest that it is necessary to further improve and strengthen the legal system of mineral resources, related theory research and supports for the mine administration management.The research based on the Jiuquan mineral resource management expounds some related logic concepts of mineral resource administration, summarizes the status quo of management, and in-depth analyzes the problems existing in the management of mineral resources, such as the inadequate exploration, ambiguous reserves, the slow adjustment of the mining structure, the unreasonable layouts, the extensive mineral resources development and utilization, the low level of sustainable development, the poor mine ecological protection, the low level of governance problems. In the light of the four reasons the hysteresis of laws and regulations, the deficient valid evidences and poor strenth of punishments, uneven distribution of income and insufficient positive management, attacheing great importance to the examination and approval but belittling supervision, we also propose four countermeasures to further perfect and improve the mineral resource managements: to speed up the revision of laws and regulations andconsummate the legal system, to standard industry market, to strengthen supervision and establish linkage mechanism, to innovate management methods and refine the business model.
