The New Rural Cooperative Medical Care System(NRCMCS) set up pilot projects in some of the cities in 2002 and got fully applied across the country in 2010. NRCMCS undoubtedly has become the most important medical insurance system for the registered population in rural areas. It played a pivotal role in alleviating poverty because of disease and solving the problem of going back to poverty due to disease. In August 2012, National Development and Reform Committee, Ministry of Health, Finance, Human Resource and Social Security, Civil Affairs and China Insurance Regulatory Commission pointedly published the Instructions on the implemention of Critical Illness Insurance of Rural and Urban Residents. This also marks the great improvement of China's medical security level. But at the same time, we also need to understand the actual implemention of the migrant workers ‘medical insurance is also very significant, especially for the patients with critical illnesses.Since the New rural cooperative medical system(NCMS) and the reimbursement of the critical illnesses are one-stop services. This essay focuses on the analysis of the implemention of NCMS of the migrant workers who are insured by the system, finding out the problems of its implementation and giving a relatively considerable ideas for transregional insurances. Those suggestions include: To build a national information sharing platform for NCMS, to strengthen the guidance for the designated medical institutions and commercial insurance companies, and to explore the solutions of the consummation of medical insurance system. This essay tries to develop a more useful method to promote the implemention of NCMS and critical illness insurance and to ensure that migrant workers with critical illnesses can receive timely treatment and compensation.
