Research On Development Patterns And Countermeasures Of The Critical Illness Insurance Of New Rural Cooperative Medical System In Heilongjiang Province

Medical security system in Heilongjiang province has been reformedand developed since ten years ago, especially “the opinions for deepeningmedical and health system reform” carried out by the central committee ofthe communist party of China and the state council in2009, has madesome outstanding achievements. We preliminarily built up a multi-levelmedical security system covering both urban and rural residents with basicmedical insurance as the main body and other various forms ofsupplementary medical insurance and commercial health insurance as thesupplement. But for the entire, Heilongjiang province’s basic medicalsecurity system, especially the new rural cooperative medical system, stillstays on the relatively low security level, farmer individual’s medical-expenses burden, especially the medical treatment of criticalillness, is still very heavy, urgent need to establish a systematic mechanismfor critical illness insurance.In July2013, Heilongjiang province will carry out a series of pilot forcritical illness insurance of the new rural cooperative medical system. Thetask of this policy aims at deepening national new healthcare reform,improving the level of farmers’ health security. It marks the Heilongjiangprovince’s medical security system construction took a key step from the"sick have been well treated" to “solve the poverty due to illness". Againstthis background, this article plans to make the new developing mode of thecritical illness insurance of new rural cooperative medical system inHeilongjiang province as the research object. And through the relevantanalysis, this paper proposed some beneficial personal views for thedevelopment of critical illness insurance of new rural cooperative medicalsystem in Heilongjiang province. This paper based on economic and social development’s overallsituation of Heilongjiang province, by analyzing the theories for thecritical illness insurance of new rural cooperative medical systemdevelopment background, significance and related areas of economy andbasing on the investigation and research in practical, summed up thecurrent situation and problems of critical illness insurance of new ruralcooperative medical system in Heilongjiang province. It includes lowsecurity level, basic medical and health institutions service function isweak and adverse selection and moral risk, etc. And combined with thecritical illness insurance pilot experience in typical regions, discuss thedevelopment pattern of the critical illness insurance of the new farmingclose in Heilongjiang. Then from four angles the are the financing mode,protection mode, management mode and regulation mode, respectivelyexpound Suggestions which should be taken for the development of thecritical illness insurance of new rural cooperative medical system. In this paper we put forward some suggestions: to establish a reasonable financingmechanism, use the professional services to strengthen the health caresystem and intensify policy support and so on. And this paper makes someoutlooks for mirroring the critical illness insurance of the new farmingclose’s policy arrangement, the construction of sustainable health caresystem, and deepening the reform of system in Heilongjiang province.Due to the business of the critical illness insurance of new ruralcooperative medical system in Heilongjiang province is still in the processof the preparations for the pilot, the relevant data will be relative lack offor a long time, and the medical service level throughout the province has agreat difference, so the statistics data analysis and model fit for the criticalillness insurance of new rural cooperative medical system is unable torealize. And this will be done in future research.
