Research And Application On The Standardization Management Of Highway Engineering Cost Supervision

With the rapid development of modern highway, the requirements of the cost management are more and more high. In the expense management system, this paper advocates the implementation of standardized management system, with scientific and reasonable management system and regulations of the standard process to control the cost investment process, in order to give full play to the role of cost control in project management.This paper uses the literature data method and the empirical research method,Based on the efficiency and purpose of the standardization management of cost supervision, proposes forward the principles and framework of constructing the standard management system. The standard system of highway construction cost supervision uses a combined regimen of technical theory of highway engineering construction cost and the core management technology of "CFPI". It`s constructed from five aspects: the target subsystem, the organization subsystem, the "CFPI" subsystem, the cultural subsystem and the evaluation subsystem. The process of systematic operation achieve the cost management objectives as a conscious normal engineering activity through the evaluation of the feedback information system.The results of this paper are applied on the Xingfen Expressway Xingtai to Ji Jin period of engineering project, the application obtains obvious management benefit,greatly improving the work efficiency of the management of measurement and payment, achieving the goal of supervision cost and providing effective practice and application value for highway construction cost supervision.
