In recent years, in order to standardize and improve the highway engineering supervision market, maximum limit to play to the role of supervision system,our country mainly by means of bidding to choose the best supervision units.Supervision bid evaluation is not only the core part of highway engineering supervision tender work, but also the necessary procedure of determining the highway engineering supervision project winning bidder,its result has a certain degree of influence on the success of the highway construction.In this thesis, in view of research situation and actual situation of highway engineering supervision bid evaluation,from the perspective of theory and application to study.1.Systematically explaining the historical evolution of bids system and supervision system, discussing in detail the basic principle and working procedure of highway engineering supervision bid evaluation,comprehensively inducing and analyzing the advantages,disadvantages and applicability of current highway engineering supervision bid evaluation methods.2.According to the characteristics and influence factors of highway engineering supervision bid evaluation,combining with the principles of establishing evaluation index system;proposing the bid,the company strength, performance and credibility, staffing and supervision scheme as the evaluation content of highway engineering supervision bid evaluation index system.3.Introducing the fuzzy logic theory, analytic hierarchy theory, gray system theory and fuzzy mathematics theory to highway engineering supervision bid evaluation method; based on the integration thought of combination evaluation method,proposing a highway engineering supervision bid evaluation method based on gray fuzzy theory.That is to say,applying Fuzzy-AHP(fuzzy analytic hierarchy process) to get the weight of each evaluation index,establishing gray fuzzy comprehensive mathematical model to choose the best supervision units.4.From the case study,analyzing the result of highway engineering supervision bid evaluation method based on gray fuzzy theory and the result of the traditional bid evaluationmethod,then verifying the feasibility of the method proposed in this thesis.
