The problem of transportation resource allocation is the core issue that transportation theory and practice try to explain and resolve, and the key of healthy the development of transportation. However, with an overall survey of the current transportation, neither the planning theory nor the operating system is out of fragmented state. In a long period in the future, the development of transportation will continue to improve, till a new comprehensive transportation system is established gradually. This requires that, when allocating transportation resources, various transportation must be coordinated and planning should be unified on the overall perspective, according to the advantages of different transportation, achieving "when road suits then road, when waterway suits then waterway, when sky suits then sky".Based on these requirements, transportation should be integrated when planning and constructing, comparing, choosing and allocating among different transportation according to certain rules. A research on "comparison and choice platform" with the aim of providing the government a reference tool to solve the problem between the rational allocations of transportation is presented.Based on the theory of comprehensive transportation, rational allocation of transportation-channel and transportation demand, the influential factors of the comparison platform are elaborated and analyzed from three angles, i.e. the supply,demand and external conditions.From the theoretical view, a research in the overall framework of the platform is carried on, and giving the meaning and comparison basis. The research contents are discussed, a comparison index system is set, the appropriate method is selected, and the process is summed up. Taking the share rate of transportation as the quantitative allocation and degree is the key point of platform in the research content of platform.And the development sequence for determining the development priority order of the means of transportation is the directional, qualitative decision-making reference of the platform.From the method view, taking the Beijing-Shanghai Line for example, theplatform is analyzed. The gray correlation analysis method, LOGIT model and the gravity model are selected for researches of developmental sequence, share ratio and forecast of transport demand, and getting the appropriate configuration size of the means of transportation at present stage. Then the conclusion is drawn: the operating pressure of road and railway transportation is large, the civil aviation still has a development space; therefore, under the scale of existing infrastructure, exclusive priority should be given to the development of civil aviation; further planning and expanding the railway infrastructure construction, in order to increase its capacity configuration; appropriately expanding the scale of road infrastructure.In the end, the industrial policy recommendation on transportation resource allocation from the government level is proposed: based on the comparison and choice platform, working out unified planning of industrial policy; based on the transportation laws reflected from the platform, tilting the fiscal and taxation policy;perfecting the technology policy, in order to improve the technical and economic characteristics.
