Objective to put forward the most appropriate criteria for the disaster health expenditure in Gansu Province, and to analyze the main factors affecting the health expenditure of urban and rural residents in Gansu Province, and to analyze the impact of the new health care reform on the health care expenditure of urban and rural residents, and to provide evidence for the evaluation and improvement of health reform and development system.Methods in Gansu Province, fourth and fifth national health services survey data were used as the main data sources, and th ROC curve, Jorden index and other methods and tools were applied for the assessment of Gansu province. The main characteristics, key factors and evaluation of the new medical reform policies are important.Results: Gansu Province sample household annual cash expenditure on health average 2649 yuan, total household affordability of 16.1%; area under the ROC curve was 0.894, P < 0.001; Youden index is 0.64, catastrophic health expenditure to define standards for the 29%; total household income, the basic medical insurance system, regional differences, chronic disease and family of the elderly population number of factors will affect household catastrophic health expenditure; new medical reform of Gansu Province Family Disaster improve level of health expenditure is not obvious.Conclusion: the development of the definition of catastrophic health expenditure has important practical significance and innovation, based on the ROC curve of catastrophic health expenditure to define the standard of the development method has a high feasibility; improve family income, improve the medical security system, continue to do a good job of basic public services, strengthen the management of chronic disease prevention and control work can effectively reduce the incidence of catastrophic health expenditure.
