Research On Financial Supports To The Development Of Small And Micro Businesses In Henan Province

Small and micro businesses(SMBs) are the main forces to create employment and improve people's livelihood, the important entities to develop strategic emerging industries and the common organization forms for the public to make entrepreneurship and innovation. It has become an important realistic problem widely concerned by society of how to perfect financial support system and improve financial support efficiency to promote SMBs development and encourage innovation and entrepreneurship.Theoretical guidance and analysis framework are provided for study on financial support to SMBs development through analysis the characteristics of SMBs financial demand, and the contents, the acting levels, the main goals, the major functions, the system structure and the key links of finance support. The practical experiences both domestic and overseas on the policy financial support, the credit regulation and differentiation regulation to commercial banks, the support for innovation and entrepreneurship and the SMBs public service system, give a reference to Henan province.Analysis on the economic development course and industrial structure characteristics, the financial development level and financial market structure, and the SMBs sector distribution and development performance of Henan province has paved the starting point and fundament of researching financial support to SMBs development. The main practices of Henan province to crack SMBs financing constraints go deep into analysis from four aspects: to be clear about SMBs development direction, to perfect financial markets system, to reduce financial institutions funds cost and to improve guarantees, mutual assistance and credit system. The main measures to promote mass entrepreneurship and innovation include following aspects: to develop technological finance, to perfect incubation system for entrepreneurship and innovation, to improve venture investment support mechanism.
