The performance assessment of ATC can know the routine work of ATC timely, also it can identify the problems in the process of the work, evaluate the whole ATC unit, making incentive mechanism of the ATC unit more effective. The research aiming at characteristics of ATC's work is launched through these steps:This thesis designs the questionnaires focused on ATC units and make amount of research, which is based on the consideriation of the current developing situation of air traffic control in China and the world. An appropriate model is chosen to study ATC performance assessment. Competency is an underlying characteristic of a person related to effective work performance, it can identify the excellent employees. Through analyzing the characteristics of air traffic controllers' work of our country, it is found that the ATC's job can fully meet the scope of the application of competency model. The research of competency model is developed with the progress of knowledge workers, such as administrators and technicians.Specifically, the five levels of competency model are used to choose the indexes of ATC Performance Assessment System which is also based on the valuable experience of FAA and EUROCONTROL, together with frontline working experience of Air Traffic Controllers in our country, including motivation, trait, self-concept, knowledge and skill.In Addition, in order to overcome the ambiguous information, the thesis tries to improve the traditional group analytic hierarchy process by introducing triangular fuzzy number to calculate indexes' weights of ATC Performance Assessment System. Then, weight the scores and calculate final results of the performance assessment.One of the ATM Bureau is set as an example to prove the validation of the system. It collects data by a quarter of of investigation, handles them by the method of statistic and analysis, and then figures out performance scores of ATC. Both the ATC and ATM Bureau are satisfied with the evaluation result.The ATC Performance Assessment System not only agree to the ATC's work characteristic, but also weaken the subjective influence, making the results more steady and real.
