Research On The Cost Control In The Implementation Stage Of Military Development Support Condition Construction Project

With the continuous reinforcement of comprehensive national strength of China, the investment in national defense construction has been intensified constantly and the quantity of fixed asset investment project of military industry and investment scale both increase sharply. However, problems such as extended construction period and investment overruns prevail among fixed assets construction projects of military industry in China.This thesis took the cost management of construction projects of security conditions developed by military industry as the research object and specific cost management theories as the basis. Then based on the literatures and summaries of completed military industry construction cases, key factors influencing the cost during the construction process of the projects were recognized and ranked through brainstorming method, questionnaire statistical analysis, analytic hierarchy process and other methods. Besides, the structure of cost management was analyzed and corresponding optimization methods were put forward. Lastly, the cost management of a construction project of security conditions developed by military industry was successfully controlled. Major works that this thesis completed are as below:Firstly, the research background and the significance of the cost management research on construction projects of military industry were set forth; the theoretical research progress of cost management at home and abroad was comprehensively investigated; it is pointed out that under current situation, the reinforcement of cost management researches on construction project of security conditions developed by military industry has important guidance significance and practical functions; then the research contents and routes were determined.Secondly, the definition and construction contents of the development of security condition construction projects were introduced; features that construction projects of security conditions developed by military industry have different from those of civil architecture were dissected; the deficiencies and development directions of cost management of construction projects of security conditions developed by military industry were also analyzed.Thirdly, the thinking methods of recognition and assessment of factors influencing the cost were illustrated; completed construction projects of security conditions developed by military industry were analyzed and summarized to conclude factors influencing the cost in actual projects; the method of brainstorming was utilized to recognize the influencing factors of cost of construction projects of security conditions developed by military industry. Lastly, a detailed list of factors influencing the cost was formed.Fourthly, questionnaire method was used to grade and quantize the influencing factors of cost; analytic hierarchy process was utilized to carry out a quantitative evaluation and ranking of those factors; at last, the ranking of importance degree of factors influencing the cost was obtained.Fifthly, countermeasures to the cost control of construction projects of security conditions developed by military industry were figured out; the research objects were broken down by WBS and CBS, and then the structure chart was drawn; aiming at the cost influencing factors, specific cost management measures and regulations during the implementation process of the projects were formulated; then the case application and effect analysis were carried out. At last, the effectiveness of the control measures over cost influencing factors was verified.At last, the conclusions and innovative points of this thesis were summarized and some expectations on the cost management in the project implementation process of construction projects of security conditions developed by military industry at home were proposed.
