A Study On The Local Government Debt Management Problems And Countermeasures In Nanling Count

Since the reform and opening up, under the influence of the "tax system reform" and other factors, our local government borrow government debt through financing platform companies and other ways, which haveplayed a positive role in making up for the lack of local financial resources and promoting local economic and social development. However, due to the lack of comprehensive and systematic management and control mechanism, the local debt risk cannot be ignored. In 2013, the central gwemment conducted a comprehensive audit of the national government debt, found out the real situation and locked the end of December in 2012 and the end of June in 2013 these two point debt balance. Subsequently, in 2014 the State Council promulgated the "Opinions on Strengthening Local Government Debt Management" (Guo Fa [2014] No.43), which required full deployment to strengthen local government debt management.This paper taking NanLing County, Wuhu City, Anhui Province as an example analyzes the problems and causes of the development of government debt in China and discusses the management countermeasures based on the research results of domestic and foreign existing government debt, combining with the current status of China's current government debt through studying the latest government debt management regulations.This paper is divided into five parts to describe.First part:Introduce the concept and classification of local government debt, and focuse on sorting out the local government debt management policy in China.Second part:On the basis of field visits and investigation, This paper analyses the data and management status of local government debt in NanLing county. Combined with local governments'process of the development of the debt resolution recent years, this paper sums up the positive role of local government debt in making up local financial resources and promoting local economic and social development.Third part:On the basis of the current situation, analyses the problems and causes of local government debt management in NanLing county in detail.Fourth part:Based on relevant foreign literature, This paper focuses on the analysis of the local government debt management in the United States, Japan, Australia and Sweden, sums up their reference experience to China's government debt management.Fifth part:From the view of the government management,this paper tries to put forward the ways and means to strengthen the local government debt management in our country.
